On May 4, 2022, the 「Road Traffic Management and Penalty Act」 was amended and promulgated to include electric bicycles. In the future, it will be required to obtain a plate permit to ride electric bicycles on the road. An electric bicycle that is ridden without a certification mark will be confiscated. Furthermore, the maximum penalty for modifying qualified electric bicycles is NT$5,400. The Ministry of Labor advises migrant workers to only buy electric bicycles with the red lightning certification mark and to remember that the modification of qualified electric bicycles is prohibited.

 

The Ministry of Labor stated that only electric bicycles with a plate permit will be allowed to be ridden on the road in the future. Those who ride electric bicycles on the road without a plate permit will be fined from NT$1,200 to NT$3,600, and illegal bicycles will be displaced to towing storage fields; unqualified electric bicycles that do not have a red lightning certification mark attached will be unable to obtain license plates. Unqualified electric bicycles that are ridden on the road, once discovered by the police, will be confiscated directly. Furthermore, illegally modifying the speed-shifting device of qualified electric bicycles in order to make the speed faster will draw a fine of NT$1,800 to NT$5,400. Other modifications of qualified electric bicycle devices, such as brake, horn, light, reflector, etc., will be punished with a maximum fine of NT$1,200.
