In order to assist new residents with employment willingness and needs,
the Ministry of Labor establishes the following guidelines through the
implementation of Temporary Work Allowance, Employment Incentives, Vocational
Training Living Allowance, and Job-Seeking Transportation Subsidy.

I. Temporary Work Allowance
New residents who complete job-seeking registration at a public
employment service agency and, after employment consultation, are not referred
to employment within fourteen (14) days, or are unable to accept the referred
employment for justified reasons, may be assigned by the public employment
service agency to undertake temporary work with an employer (referring to
government agencies or legally registered non-profit organizations). The
purpose is to assist unemployed new residents in workplace adaptation and in
successfully entering the labor market. The allowance shall be calculated based
on the hourly minimum wage announced by the central competent authority and
shall not exceed the monthly minimum wage, for a maximum duration of six (6)
        months.

II. Employment Incentives
Employers who hire new residents referred by a public employment service
agency, who have been unemployed for a continuous period of no less than thirty
        (30) days, may be granted an employment incentive. The subsidy shall be
provided at NT$11,000 per month per person, or NT$60 per hour, for a maximum
period of twelve (12) months, in order to encourage the employment of new
        residents.

III. Vocational Training Living Allowance
Unemployed new residents, upon referral and consultation by a public
employment service agency, who are selected and admitted to vocational training
organized or commissioned by government agencies, shall be fully subsidized for
training fees. For full-time vocational training, a vocational training living
allowance shall be provided to stabilize the basic livelihood of new residents
during the training period, calculated at sixty percent (60%) of the monthly
minimum wage, for a maximum duration of six (6) months.

IV. Job-Seeking Transportation Subsidy
Where the location of a referred job interview is at a distance
exceeding thirty (30) kilometers from the new resident’s place of residence, a
job-seeking transportation subsidy may be granted. The subsidy shall be
provided in the amount of NT$500 to NT$1,250 per trip, limited to a maximum of
four (4) times per person per year.
