一、  Legal basis: Nationality Act and its Implementation Rules.

二、  Application requirements: New residents must have a residence within the territory of the Republic of China (i.e., after obtaining a foreign resident permit) and must have legally resided in the country for a total of more than 183 days each year for three consecutive years. They must be at least 20 years old and have legal capacity under both the laws of the Republic of China and their home country. They must not have a bad moral record and must not have a criminal record as evidenced by a police certificate. They must provide proof of basic language proficiency in the national language and basic knowledge of national rights and obligations. Eligible individuals may apply for naturalization, and within one year from the date of the Ministry of the Interior's approval for naturalization, they must submit proof of loss of their original nationality. If they fail to do so within the deadline, their naturalization permit will be revoked unless they can demonstrate, through verification by the Ministry of Foreign Affairs, that their inability to submit the proof was due to restrictions from their country’s laws or administrative procedures, in which case they may apply for an extension.

三、  Application procedure: The applicant must submit the application to the household registration office at their place of residence in the country, which will then forward it to the Ministry of the Interior for approval through the municipal or county (city) government.

四、  Required Documents:

(一)  Application for Naturalization.

(二)  Valid Foreign Resident Permit or Foreign Permanent Resident Certificate.

(三)  Criminal record certificate or other relevant documentation issued by the government of the country of origin (exempt for foreign residents whose residency is based on 'family reunification').

(四)  Certificate of basic language proficiency and knowledge of national rights and obligations as stipulated in Article 3 of the standards for naturalized citizens.

(五)  One photo (in accordance with national ID photo specifications).

(六)  Certificate fee (amount collected in accordance with current regulations; please pay by postal money order, with the payee specified as the Ministry of the Interior).

(七)  Other Relevant Documentation.

Documents required that are issued abroad must be verified by our overseas diplomatic missions and re-verified by the Ministry of Foreign Affairs; those issued domestically by foreign embassies or authorized agencies must be verified by the Ministry of Foreign Affairs. For documents in foreign languages, a Chinese translation verified by an overseas diplomatic mission and re-verified by the Ministry of Foreign Affairs, or a translation certified by a local notary, must be attached.

 

The above conditions and documents apply to general cases; in special circumstances, they should still be handled in accordance with laws and relevant regulations of the Ministry of the Interior.
