1. Current Practice and Upcoming Change
At present, foreign travelers entering Taiwan are required to complete
an Arrival Card (Form A), either in paper form or online. To enhance clearance
efficiency, the National Immigration Agency (NIA) launched a new electronic
interface—the Taiwan Arrival Card (TWAC)—on May 5, 2025. Since its rollout, the
system has received positive feedback from users.
Accordingly, starting October 1, 2025, the NIA will fully implement the
requirement for all foreign travelers to complete the TWAC online only. The
traditional paper Arrival Card (Form A) will no longer be accepted.
Foreign travelers must complete the TWAC via the NIA website within
three days prior to their arrival in Taiwan. This measure will significantly
reduce immigration clearance time and help conserve paper resources.
2. User-Friendly TWAC System
The TWAC interface is intuitive and user-friendly, with a simple process
for completion. It also provides functions for post-submission inquiry and
modification. Travelers may complete the form in either Chinese or English, and
each field is explained in seven languages: Chinese, English, Japanese, Korean,
Thai, Vietnamese, and Indonesian, ensuring easy understanding and accurate
submission.
In addition, travelers may upload a photo of the biographic data page of
their passport, allowing the system to automatically populate personal
information fields, which further reduces the time required for completion.
3. Group Submission and Important Reminders
In addition, for families or tour groups traveling to Taiwan, one person
may complete the TWAC on behalf of up to 16 travelers at a time, greatly
simplifying the group declaration process. To proceed, an email verification is
required before filling out the form. Upon successful submission, the system
will automatically send a confirmation receipt to the traveler’s registered
email address.

4. QR Code Access to TWAC
The National Immigration Agency has provided transportation operators in
the airline and shipping industries with QR code links to the TWAC. These QR
codes are displayed at check-in counters in airports and seaports of departure
locations, making it convenient for travelers to scan and complete the form
on-site.
Foreign visitors coming to Taiwan for tourism are encouraged to scan the
TWAC QR code before departure, ensuring a faster and more efficient clearance
process upon arrival.
