I.         Background: To protect the maternal health of new immigrant women who are not yet enrolled in Taiwan’s National Health Insurance (NHI) during pregnancy and postpartum, this program offers regular prenatal checkups and postpartum care within three months after childbirth. Funding is provided by the Ministry of Health and Welfare (MOHW), and eligibility is limited to uninsured pregnant new immigrant women whose spouses are citizens of the Republic of China (Taiwan).

II.       Implementation Date: Effective August 1, 2025.

III.     Eligibility, Scope, and Subsidy Standards

  1. Eligibility: Pregnant new immigrant women whose spouses are ROC (Taiwan) citizens and who are not enrolled in the NHI.
  2. Subsidy Standards: Based on the MOHW’s Guidelines for Medical Institutions Providing Preventive Healthcare Services and Annex 2-2, which outline the eligibility, schedule, service scope, and subsidy amount for prenatal checkups and postpartum care services.

IV.     Application Process for Prenatal and Postpartum Care Subsidies

  1. Bring YOUR original household certificate or a current copy, along with the original Alien Resident Certificate (ARC), to your local township, city, or district health center or health service center to apply.
  2. Verification by Health Center Staff

(1)   Verify the applicant’s identity documents (household certificate, a current household certificate, or ARC). Once pregnancy is confirmed and the information is verified, make photocopies of the documents for your records.

(2)   Enter the applicant’s basic information into the Integrated Maternal and Child Health Management System established by the Health Promotion Administration (HPA). Print 17 copies of the Case Record Voucher (see Attachment 1), which documents the subsidy eligibility for uninsured pregnant new immigrant women’s prenatal and postpartum care. Affix the staff seal in the “Issued by” section, issue Copies 1–16 to the applicant as proof when seeking care, and retain the stub copy along with photocopies of the applicant’s identity documents at the health center for future reference.

  1. Required Documents for Care Services: For those without a Maternal Health Handbook, bring the Case Record Voucher to designated medical facilities or licensed midwifery clinics for prenatal checkups and postpartum care. For those with a Maternal Health Handbook, present both the Case Record Voucher and the Maternal Health Handbook at the medical facility or clinic. One Case Record Voucher is valid for each prenatal checkup or postpartum care visit. Except under special circumstances, lost vouchers will not be reissued. The medical facility must stamp the relevant entry in the “Prenatal Checkup Record” and/or “Postpartum Care Service Record” in the Maternal Health Handbook for each visit.
  2. Postpartum Care Services: Provided to postpartum women without NHI coverage who have been confirmed, through medical examination, to have given birth. One Case Record Voucher is issued for services on the date of the visit. For mothers who gave birth between May and July 2025 and meet postpartum care service criteria, if they do not have a Case Record Voucher issued by a health center, the medical institution may, during the transition period, verify the delivery date and print two Case Record Vouchers for them. Medical institutions must upload the service record to the Integrated Maternal and Child Health Management System within 24 hours of service and stamp the corresponding entry in the “Postpartum Care Service Record” in the Maternal Health Handbook.

V.  Funding Source: The Tobacco Hazards Prevention and Health Protection Fund of the Health Promotion Administration.
